Introduce community services

There exists a few community centres for teenagers and the elderly in Sham Tseng, but they are relatively unreachable for the estates not located nearby. I propose in the immediate future to allow mobile social service vehicles regularly reside in Hong Kong Garden, providing services including library services, clinical medication, etc. In the long run, I propose to consult the local residents and study the feasibility of establishing a permanent community centre.

Immediate future – Introduce community services vehicles

Numerous government and non-government bodies provide mobile community services, whose targets are the relatively remote areas. There is a postal service residing in Tsing Lung Tau and Sham Tseng every week. I propose in the immediate future to allow more mobile social service vehicles regularly reside in Tsing Lung Tau and Sham Tseng, providing services including health check, library, clinical medication, etc.

Community_diagram-04A special condition in the land grant of Hong Kong Garden requires the surrender of a piece of land to the government for
a primary school reserve. After years almost 30 years, the said school still has not been built. Our community slowly turns from being in need of nearby
children education, to nearby social services.

In the long run, I propose to initiate the study of the feasibility of establishing a permanent community centre, providing stable services.

  1. Dear Norris,

Thank you for your efforts in securing the best possible public services for the local community.

The LCSD has recently introduced its first self-service library station that operates like vending machine and I understand users can make book reservations through this kind of station. Sham Tseng has only got a mobile library that comes every other Sat at designated time. Most of us have to go to TW or TY to borrow books and make book reservations.

Please see if it’s possible to extend the existing mobile library for book reservations and book pick-up OR better still to have a self-service library station. Whilst the population size might not justify a library under current policy, this is a valuable resource for people of all ages living in Sham Tseng and Tsing Lung Tau. I hope you could help raise this in the District Council and reflect the needs of the locals.

Thank you and wish you a Merry Christmas and a happy New Year.

    Irene Chung
